A Greenway Opportunity Analysis for the Proposed San Timoteo State Park in a Geographic Information System

Abstract

The eastern part of the San Bernardino valley, known as the San Timoteo Canyonlands, is in need of protection from surrounding development pressures. Many concerned citizens of the San Timoteo Canyonlands Coalition and the Greenway Conservancy are acquiring land from landowners willing to place these lands in a state park preservation program to form the San Timoteo State Park.

In order to facilitate movement to and use of the proposed San Timoteo State Park, a greenway opportunity needs to be investigated. A greenway opportunity analysis methodology has been developed to determine and quantify the existence of a greenway opportunity between the proposed San Timoteo State Park and the recreation segment of The Army Corps of Engineers San Timoteo Reach 3B flood project.

A greenway for this area will provide the much-needed linkage and space for recreation as well as preservation of vital habitat corridors and historic resources. A greenway is ideally suited for bicyclists, equestrian use, walkers, and joggers and will provide a safe alternative mode of transportation for park visitors connecting them to the proposed state park and to recreation areas in neighboring communities. The greenway opportunity methodology has been designed to be processed in a GIS (Geographic Information System) using spatial analysis methods. A greenway opportunity analysis in a spatial context helps to determine where the opportunity exists and what characteristics yield or constrain an opportunity. The greenway opportunity methodology is comprised of the application of the Greenway Conservancy’s needs for a greenway to GIS data layers. The need for the greenway was ascertained through a questionnaire which included an importance scale survey of issues concerning the greenway. The Greenway Conservancy’s needs have been developed into greenway constraint values and objectives. Processing of the GIS data layers and associated constraints was achieved through a map algebra equation resulting in three composite index models. The three composite index models demonstrate where the opportunity exists and which greenway objectives are fulfilled. The resulting composite index is intended to encourage the discussion of the greenway effort and not meant to be a definitive answer.
