The role of the government within the nuclear policy framework formally began in 1946 with the passage of the Atomic Energy Act (AEA), centralizing all nuclear materials, testing, and sites as federally owned and solely under federal jurisdiction. Thus, Congress created the nuclear industry, claiming responsibility and oversight. The AEA set the stage for a permanent and obligatory government role in the nuclear industry.
