This paper has been written to demonstrate historical method for a series of events. The writer has selected primary source material and a few credible biographies relevant to the subject. The has primarily used material from Germany, Great Britain, Japan, and Russia. French publications are entirely lacking.
Future sources tot be consulted include extensive French and Japanese correspondence and complications. The range of the British and Russian intrigues will also be emphasized. With this regard, biographies, autobiographies, newspapers, and the original documentary sources are required.
