Councils on Governments (COGs) are associations of local governments represented by their local elected officials. Their primary purposes are (1) to provide a forum for cooperation and the discussion of issues and problems shared by local governments in the same metropolitan region, (2) to determine policy on and priorities in these matters, (3) to implement decisions through the member local governments, and (4) to coordinate federal, state, and local programs of regional impact.
