Talcott Parsons suggests, in The Structure of Social Action, that theory or a theoretical system (1) will state the cats observed, (2) will indicate their interrelationships, and (3) will predict what other facts should be observable under certain conditions. For the moment let us put off the necessary discussion of the concept "fact" and deal with theory.
