During the last three decades more advances have been achieved in our scientific understanding of developmental disabilities than in all the known history prior to this time. This fact is significant in appreciating the cultural changes and social evolution which is occuring in our time, especially in relation to a broadening respect for human rights, the development of the social sciences, and the application of social science in human services.
